I don`t think they are. I think most people just browse the twitters, not follow them every day.
If you are famous or a celebrity, of course you will get more followers. The only other way you might get more is to write really smart interesting twitters or have a very interesting life to write about.

Peoples only looking for interesting things in twitter if they found your profile sort of interesting, they will definitely follow you back..
