im not sure if thats what they have though.
about a few months ago letter started coming in for my little brother about college and stuff
He's 10 years old
we thought it was like some information meeting tjhing so we ignored it
then papers of like state farm and other stuff under my brothers name
are they using his ssn?

If they aren't actually using your little brothers SS#- just his name and address, my guess is that your little brother got himself on a mailing list all by himself. Hes' been sending away for stuff or information, and his name & address is on the list (You may go to Direct Marketing Institute "donotcall.gov" and get his name off the list)
You are also free to contact your local SS office, and make inquirers about whether or not someone is using your brothers SS# to work, and they'll let you know.

yes... it looks like somebody is using your little brothers ssn.
Have a parent go to http://www.annualcreditreport.com and see whether your little brother all the sudden has a credit report file.
He shouldn't until he is 18... but who knows... somebody could be using his number to get into college and get loans, etc.
Your parents need to dispute anything on his report immediately and have his report locked up until he is 18 and needs it for himself.
