I see that twitter is offline here and overseas as well. When I try to ping this from the command line it times out. It has to be something DNS Servers. When I type tracert http://www.twitter.com I get 17 hops in and then it dies, so it must be them, the service provider, or their noc.
Hope this helps, I get itchy when I can't tweet as well!
