What all does a cekbrity have to do to get their account verified?

The celebrity doesn't have to do anything. Twitter does it by contacting the celebrity's agent. Twitter will only do this if the person is genuinely famous and has an actual issue with people impersonating them.

Well, first the applicant must make a handwritten applicant to the Twitter Blue Check Appeals Board. The board reviews the application. If the board approves them as famous and well known enough, a verifying committee is sent to said applicants house.
The verifying committee will then run a series of tests to be sure said applicant is in fact who they say they are. Testing can last from three days up to a week.
If the applicant passes the verifying committee's tests, they must go through a series of background checks to confirm their identity.
After that, the applicant signs a few contracts and within the month, their twitter account receives a blue check.
