YES,
if they knew how to,
they could certainly track your on-line activity's.

The IP depends upon your server. Depends upon which server you use.

That would be a no, unless they are a high level tech working for your ISP or Twitter. The reason for this is because twitter essentially acts a a proxy. Basically you are contacting twitter, and twitter is contacting your followers. Twitter does not send your IP. info. If they were to find the IP of the message that was sent, it would be Twitter's IP, not your IP.

Also worth mentioning, it's really difficult to "track" someone just by their IP so long as you maintain your firewall and antivirus because practical methods of tracking online activity involve hacking your PC. At the least, having your IP might give them a general idea of where you live. This may not even be the case for Opera mini if it's using a cellular network for internet access because of the way IP address assignments differ on mobile networks.

The browser you are using really doesn't have anything to do with it. The source of your internet connection does. If you were to pull up twitter in 2 different tabs within the same browse. twitter would see the same IP for both connections.

If you are concerned about various websites seeing your IP address. You could use a free vpn or an open source program like Tor found here: http://www.torproject.org/ (just remember to adjust your browser's proxy settings accordingly.)

Ignore answers about hackers, those people watch too many movies.
Twitter can't track you by IP, the only way to find your from your IP is through your ISP.
Your ISP will not give that information out unless they are served with a court order by some branch of law enforcement.
