Twitter's terms and conditions say it is not ok to set up or have "serial accounts" or "mass accounts" that overlap. But lets say that an individual A) owns and runs a corporation, B) has a blog related to his industry, and C) has a social life separate from his job as CEO of his company? Can he have 3 to 5 different twitter accounts for each aspect of his activities?

As long as you're signing up with different e-mails, then yes.
