I'm not absolutely sure but from how the hand gesture looks, it seems that the person tweeting is trying to show that they think something is good, or dare I say perfect. People use that gesture often when they are talking about a delicious meal they had that was "just" right. It could be used when referring to things like the new iPhone too though.
