It's pretty stupid, but it can be funny if its one of your friends and their putting silly things on it.

Depends. If you are a good person, I'd say it was pretty lame. If you are someone who hurts others, yeah, pretty funny stuff.

It's wrong to do that. Contact Twitter and they might be able to have it closed down for you.
If you're in the UK then the police may be prepared to speak to the person who created the account and ask them to close it.
