I seem to be following a lot of people but would like to know how to convert them into my followers. I can't seem to find anything anywhere? There has got to be a way, could anyone help?

Unfortunately this is a question with a very blunt answer - You can't. People will only follow you if they want to.
To attract new followers try to update your twitter often, but not so much as to spam. And update with content that people will find interesting.
