It means "it's". What you see is not an abbreviation, but an HTML "escape code" for an apostrophe. Sometimes these creep into content where they do not belong. It is not what the person really typed.
Visible escape codes generally indicate a programming error in an interface somewhere.

before modern Operating Systems recognized the 'aposterphe' symbol this was a work around in the file name structure.
It still pops up every now and then when outdated or uncompatable systems are used.
