I have a twitter account and i go to concerts often. Are there any groups that will provide me with updates from certain places or something like updates from live nation about what artists are performing near me?

You need to go to the artist web site and see if they twitter.

yeah you can follow specific bands/artists that you like. Many celebrities have Twitter. You can also follow accounts based on the type of music you like. I like alternative music and I follow alternative press @altpress they announce a lot of tours for bands that I like.
