There have been problems with haters hacking fan accounts on twitter and tweeting from them a most of the time deleting them.
I am NOT looking for their street address or anything of that such. I just want to let them know what we are capable of and that they need to stop hacking these fan accounts before legal action is taken. We have threatened to take this to the police but they deleted the account before we can even figure out anything. Would they still be able to track the hacker even if the account is gone?

It usually takes a court order from a judge that was contacted by a police agency that is working on the case. You could locate them in an area only by purchasing the right equipment, but you still won't be able to get a street address. That takes the police contacting the ISP for that information.
