I have a friend that I know at school both me and her have twitter and everytime I go on her profile I see she has celebrity followers? How can this be she is so lucky?

I bet they're fake accounts. If the celebrities don't have the little blue checkmark on their profile, it's a fake. The blue checkmark stands for verification.

they're either fake if there is no blue check mark, or see spams the celebrities until they follow her. The only celebrity I know that always is following there fan-base is Justin Bieber, but who knows!

The answer is either of the following two:
1) She spams them.
2) They are fake accounts.

Try to check those accounts if they are verified, if not then you don't have to get jealous since these are fake accounts. Well, instead of focusing your time in checking your friend's followers I suggest you to engage in social media sharing to gain more followers real and active followers for your account. Maybe some celebrities find your friend interesting that's why they followed her, but wait are you sure that these celebrities are the real one?
