There's this jerk head who made an offensive remark about me on Twitter yesterday evening. I need to report this user's post, but I do not have an account there. Who on Twitter should I contact?

Try going to https://support.twitter.com/forms and then filling out a form. Go to "I'm reporting an abusive user"
Make sure you have the username and the abusive tweet link
Usually you would just go to Twitter and report the post but it seems like you can only use this way.
