There is no such thing, if you start following random people that you don't know you will eventually end up following a huge amount of people and its all a waste of time because very few of them actually follow back.
Instead I suggest joining a social media exchange networks that also deals with exchanging twitter followers. Try http://www.socialclerks.com its active and there is a good bunch of people there. The exchanges are even, so in theory you will get the exact number of follower as many people you follow.
