I don't follow them. They don't follow me.
Their profile is blocked. Mine isn't.
Even though their Twitter is blocked, there is still a place to tweet to them.
I want to tweet them before I follow request them.
Will they be able to see my tweet? And can they reply?
(This is when we don't follow eachother and their profile is blocked)

You can mention them, and they can mention you back. You jst can't view their TL or DM until u r both following each other
