I've received several emails that people have followed me, but my count shows 0 on twitter and when I click to follow someone, it says "following" then goes back to "follow" as if I never clicked it and it shows I'm following no one on my tracker too.

Twitter sometimes takes an hour or so to change your follower/following count, so just bare with them and it should change soon.
