I just got a twiiter and I'm not sure how to write on someone's page. For example to write happy birthday to someone. I need some information. Can you help?

You can't write on the page of other users.
To contact other users you can send a direct messagge (but you can send it only to someone who is following you) or you can mention that user in a tweet (@ + username).
The other user will see your mention (also in his dashboard), but it will not appear in his public profile.
