I was suspended on Twitter for overuse of a hastag (it was #100thingsaboutme, which is a bit unfair!) so I sent an email/reported a problem to the twice, each time they said they would unsuspend me, this didn't happen. How can I make sure it's unsuspended?

contact them again. They may unsuspend you after any specified time.

How do you think you can make sure?
You need to talk to the people - I would assume that would be the Twitter people - who can actually do this.
Once, twice or a bunch of times - they are the only ones who can do it.
