theres certain people that follow me and I dont want them looking at my tweets cause i want them to miss me.... i have a list made up of people, is there a way that when i write a tweet, i can just make that certain List look at the tweet. ??

No. Twitter is a global broadcasting system. If you want to tell only certain people, use a more secure social network, like Friendica or Google+.

i can only think of yotive.com would have such extensive privacy settings that would allow you to take such a action
