Because it has not be released yet. They only just recently released the final chapters of Chamber of Secrets and they have not given any date for the Prisoner of Azkaban release. The House Cup will be awarded on November 21. It is likely that the first chapters of Prisoner of Azkaban will not be released until sometime after the cup is awarded. Be warned - it could be awhile before they release it though. They are notoriously slow in getting content on the site. They haven't released the chapters for the book yet. When they release the chapters (first few only), you will receive an email telling you that the chapters are up.
