Find the people in your niche; similar to you; follow them, some of them will follow you back for sure.

Well if you see people with a FollowForFollow (or variation thereof) or TeamFollowBack (same song second verse) tag, those are the people who will follow you back for following them. You may need to make an @mention for them to notice you though.
If you want to know what kind of things to tweet about then I recommend using Google to find twitter guides and tutorials. Or use Google to find what kind of things are popular to talk about. This article has some good ideas on things you can tweet about and places you can advertise your twitter page (without getting in trouble) as long as you accept the author is a little eccentric:
