So If I follow someone and Reply to their tweet, but they are NOT following me - will they see it?
Also - If anyone knows where Justin Bieber and Lucas Cruikshank are appearing on August 19th? <--- I saw someone say this on twitter and I was just wondering because I can't find any information on this.

The only way they will see your reply is if they ARE following you as well- other wise no they will not.

On the side, where it
says @ then whatever
their name is they can
click it and that is all
of their replies.
they dont have to follow you to see it.

yes, they will see it.
but, they will most likely not respond due to too many tweets they recieve. [if they are a celebrity or someone popular]
if both of you follow each other, you'll be eligible to direct message (DM) each other.
they will see your tweet on the right hand side of the homepage. they just click the @(username) option to see who responded.
to DM/direct message someone, you have to follow them and they have to follow you. click the direct message option on the right hand side of the homepage. then send the message to them :]
