Can someone tell if I view their twitter account if im signed out of facebook and don't even have a twitter account. They arent following me, & I don't have an account but there tweets are public so I'm able to view them from a smart phone. Can they tell ?

No , they cant tell if your viewing their tweets , whether your following them or not.
