Yes, but not directly on Twitter. You have to use Twitter applications Intweets. You can create a channel about a specific theme and follow and be followed only by people with same interests. Also, all of the posted information will simultaneously be published on your InTweets channel and on your primary twitter account (but it is optional). Hope this helps.
