Well it's all about who you follow and how you promote yourself. For starters try finding people who have the #teamfollowback hashtag in their description and posts. Follow them and send an @mention so that they know to follow you back.
You should also take advantage of forums and guestbooks to advertise your twitter in as many places as possible. Facebook is obvious! If you run out of places to advertise take a look at the following article or use Google to find more!

There are lot of ways to increase follower. You can tweet regularly. You can share your twitter profile on Linkedin, Facebook, Myspace etc. You can use good Bio. You have to use good profile picture. You can use good twitter background too.
