it would be great if i could follow users that mention a certain keyword or subject.
are any of these tools free?
is it against twitters' term of use to automatically follow certain users? i don't want to get banned.

Don't know about automatic.

The application we recommend at ESM is Twollow (link below). I've also seen a paid app that has some nice automated features and schedules follows in chunks so you don't get dinged by trying to follow hundreds at once called Tweetspinner that is nice, but I think requires a fee.
