It's possible that it's fake, but even if it's real, it could just be a case of simple sibling rivalry. However, it seems like it's just a fan's account, adopting the surname, as she thinks he's the "best" member of One Direction. Considering that they're not friends, but she's got his photo as her background probably indicates the last explanation.
