You can only mention her in your tweet. You can't DM her twitter. If you want to say something to Taylor, I suggest you send a letter to her.

Alternatively, find a fanmail address and send her a letter

You type in a tweet that says @taylorswift13 in it, she doesn't RT or anything though... and you can't DM her because she doesn't follow you
