A follower is someone that sees your "tweets" as you post them, and people you see "tweets" on your twitter homepage from people you are following

Following- those are the people you follow. You can read their tweets but they do not see yours unless they also follow you.
Followers- are people following you. They can view and read your RT's and Tweets. You can also send DM (Direct Message) to them.
