I have an online writing account and can i put in my bio- "Please follow me on twitter". is it ok to do that?

You'd have to check the Terms of Service for the site in question.
Most sites don't have a problem with posting links to personal sites on profiles.

Absolutely! The more you can get your Twitter name out there, the more likely people will follow you. The more people that follow you, the more your information will get disseminated to the public. Isn't that the goal? Also, if you're looking to increase your following, check out the site below.
