Click onto their Twitter name and it will go to their profile.
Find the button that says follow
Click it.
Their! Your following them (:

click the follow button when you open it

go to Twitter.com/JustinBieber and click 'Follow' under his picture...
you'll be able to see his tweets...but he has to follow you for you to send DM's (Direct Messages)
You can tweet whenever you want (don't even have to be following) just type @JustinBieber and message
anyone else you want to follow...you should be able to fing out their username on their website or something
