There's a twitter page out there called "followbacklist" of something like that and if you follow them they will follow you and other people that they follow or that follow them will follow you.

Simple. You really need to engage with people on Twitter. Yes, there are software and third party sites offering you thousands of followers for a fee. But these are strangers. Would you want to have a community of people who don't really care much about what you do? I'd rather have a few hundreds, but engaged followers, than thousands or millions of them.
