I set my Twitter account to receive tweets to my phone but I am not receiving any tweets. I'd it because my Twitter is set to private.

Whoever you gave access to your private account to send you tweets will still be able to send them. When you log in to your twitter account via the normal method (ex with your PC) can you see the tweets? If so then the question is why your phone isn't receiving them. Something is wrong with your setup somewhere. I would go to Twitter and ask the question:
