On some profiles I have to send requests in Order to follow them, step by step how do I do this? I also Want people to follow me, Do I have to send them A request to do this to? I'm new to the whole Twitter thing. :-)

I don't think you can, just send people you want to follow you your link OR just follow people and hope you get followed back
