Can someone still see my @ tweets i send them if my account is private and they aren't following me? do those get sent to everyone or just the person i @ reply?

If your account is private that means only people who follow you can see your tweets. @replys can be seen by everyone who can see your stream (your posts). Private communications should use the DM feature.
