I have been trying to follow the steps on this page, but I can't even get past step 1 because I can't seem to find this "Find People" or "Find Friends" link.

I'm having the same problem. I have watched youtube videos on how to do it and the "Find Friends" link is supposed to be next to "Browse Interests" link, but it isn't there. It's like they took it off. And I found the url for the "Find Friends" tab which is https://twitter.com/#!/who_to_follow/import, but when you click on "Search contacts" it doesn't load.
