I made an avatar and everything, I just do not know how to make it my Profile Picture.

My Activity > edit my preferences > update photo.
If you want to use an animated Gif image you need to open a twitter account and link it with your Yahoo Answers account.
My Activity > edit my preferences > update photo > use selected photo > OK.
