Its called a DM (direct message), kinda shiity but eh its private just between you too.

you have to both be following each other, in which case there will be an option saying 'private message' on their profile

Yes it's called Direct Message or DM
Click on their name and on their profile click the envelope icon or on old twitter click the wheel. Choose send __a message. Type your msg then click send.
Only if someone is following u can u send a msg though
