I've had a few friends tell me about the website but I just can't seem to remember what it's called. Anybody have any ideas?

I don't know what kind of website your friends would be mentioning but there are lots of famous celebrities on social networking sites like twitter and Facebook.

You can't. Even their social profiles are moderated by a second party, acting for the celebrity. They are always busy but want to show their fans they appreciate them (and also to push products/announce upcoming tour dates, etc.) but to talk to them personally is nearly impossible. Sorry.

You can't really have an in-depth conversation with any celebrity really. But u can communicate with them online through various media outlets.
The most popular one being Twitter. There is a 20% chance they will tweet/retweet you if u mention them but it is not guaranteed. The best time to tweet them is when they're online & they're tweeting.
Also, there are ways u can talk to them. Keep up to date with Ustream's by celebrities. You can look for their channel online. Some will call their fans during those live shows. They also have a SAY NOW # which they use to interact with fans.

Sometimes they do twit cams, were they are live and answer questions. Or you can just use twitter
