You need to tweet them a lot when there online. Also a tip is not to say things like "FOLLOW ME I LOVE YOU SO MUCH" I think it would be annoying.

Just say him or her that you are very fond of them as a fan and if that's she then its even better as you can impress her by saying something nice to her like you can say that you can even die for her or do anything for her.

To get people to follow you, I would just ask them. You can try sending them a tweet letting them know how much you like them as a fan. Most famous people will respond to keep their fans happy. However, if this does not work you can try tweeting about them to see if they notice.
