Use a direct message or ''DM.'' Go to the profile of the person you want to message and beside their name there should be a drop-down menu. Click that and click send message.
I'm pretty sure you have to be following the person and they have to be following you back for it to work, but I'm not sure. That rule might have changed.

Find the person you want to send the message to, then there's actually an option to send a private message, look for ME- click on direct messages
