They will just get an automatic message to say that they have a new follower when you follow them. There is no need for you to contact them.

They will either recieve an email, if that is what their settings are set to, or it will come up in their Interactions page

Hi,
Yes they are aware once you clicked on follow button. At the same time twitter sent a mail to that person that he is now following you. You don't need to be send or tweet them to tell them
