I have a locked account twitter. People that follow me on twitter have tweeted back if I tweet them, but no one ever tweets back that isn't following me. I know that some of them do like me, they just haven't followed back yet. So can they not read my tweets or something because they're not following me, even though I tagged them? Thanks

For people to see your tweets, they need to be following you. If your account's set you private or locked they won't be able to do so even if you tag or mention them in your tweets.
