Dear friend, in twitter their is limitation in following. You can only follow 2000 people if you are new to twitter and if you have huge number of followers than you can follow more number of people. So, i don't think that you can follow all of someones followers if that people have more than 2000 followers.

You can get twitter follower many ways. Such as by following more people there, by making good tweet or from social exchange site.

You can but if they are a lot of followers you will eventually reach a limit depending on how many followers you also have.
But this method will get you suspended at one point. This is why I never suggest such a thing as following a lot of people in the hope that some will follow back.
