not really, if you delete file online, that is gone , much like email or image storage,
if the file was on phone or computer, then deleted, then maybe file could be unerased with proper software, but only for recovery, not for replacing back into online twitter files,
advanced unerase tools like Norton file saver and unerase could salvage file,
but for online recovery from cloud or other party service server, only they could recover, but not necessarily replace back into directory,
if file or messages appear to be removed , but was not by you, could be server down or browser tools out of date, update java or flash, or app browser,
