I'm looking at starting a 'blog' for our municipal government where youth ages 12-17 can go to get current and relevant information...when the next dance is, exciting events, sports programs, etc. Not only do I want to be able to share this information quickly, but I want to be able to pull information from their school's twitter feed, local business tweets, etc. It needs to be fun, visually appealing, and have capabilities for youth to share their opinions on things that we do. Thoughts on a good hosting website? (Doesn't have to be free....anything will do!)

Any good hosting company like Hostgator which includes the Wordpress script free in their hosting packages via Fantastico in their Cpanel.
You seem to be a bit confused about RSS. Once you have you blog up, setup a Feedburner account (its run by Google and is free), install a free Feedburner plugin on your blog and then link your Feedburner account to your blog via the plugin.
There are lots of free Wordpress plugins for social bookmarking - both for sharing your information and displaying info from other sites ie tweets. Once you have your Wordpress site running you can search for these plugins from within the blogs control panel.
