I know that there are many places to post articles but how can one know which ones are the best or will get the best results - bringing in local business? Can someone recommend such sites?
Are there tools out there to automate posting of videos on numerous video publishing sites out there? What are some of the good video sites other than youtube, that take submissions?

It sounds like you're trying to do a bit of SEO to make your business's website go viral using videos and articles.
