People follow me and I have no idea who they are so I don't follow them back. Depending on the user, I may or may not block them. The ones I don't block, keep following then unfollowing then following me again. What do they want? Do they want me to follow them or something? I don't even know them though.

Usually there women with "those" types of profile pictures. I don't know them. Don't wanna. They keep coming and going. I just leave it alone because they don't post or message me ever.

One of the great things about Twitter is it lets you connect with people you don't know all over the world. You can follow celebrities or news stations, organisations or just interesting individuals - it doesn't have to be just people you know. Some users follow others in the hope of getting followed back and then unfollow if this doesn't happen, either manually or using an automated program such as SocialOomph. As for why they would repeatedly follow/unfollow though, I can only assume they're not paying attention to the fact that they've already unfollowed you! I don't think it's anything you need to worry about.
