I have a private Facebook account and one of my ex-friends posted my most of my photos on a fan-like website. While I appreciate being admired, do they have a right to do that? I asked her politely to take them down, but she refused.

Report the post to the website owner, tell them the pictures were posted without your consent and you want them removed.

No, that is an infringement of copyright laws. You can contact the webmaster of the site and have the pictures removed or they can face legal action. That is one of the problems with Facebook and sites like that. I am an amateur photographer and post a lot of my pictures for family and friends to see. However, anyone can "steal" my work and post it elsewhere. If I find it, I have the right to ask that it be removed, otherwise there is legal repercussions for that.

Of course she does, if she can get a hold of them-it goes outside the values of friendship, and I would drop her for that. The only thing you can do is contact the web site host, and ask them to shut down the web site. She is probably trying to get attention from somebody.
